A way around it is ctrl-v then ctrl then T but this isn't ideal. I found the problem for me, apparently my gpu drivers (radeon adreneline) crashed and automatically reset all the shortcut bindings in the gpu driver software. For some reason ctrl shift c is on default binded to enable your camera when streaming.
